gas tank problem

I just bought a '48 cub that has been sitting at least 10 years or more.I removed the tank and hood,and laid it upside down to drain over a bucket.The next day there was a large glob of tar in the bucket and strands of it to the opening of the tank.I've never seen one this bad.Any suggestions on how to clean this tank? Thanks
