Inspect everything for wear and tear. Look at the pins that the flyweights are on and check them for sloppy fit. Make sure the balls on the thrust bearing are free, no wear or corosion. Check all the springs, replace any that show wear. That big main spring that pulls the throttle open has been known to break and let folks sit with no more than an idle. If it shows any wear at all, I'd put one in it. Check the rockshaft bushings and seals. Everything in that governor needs to move freely, but without slop. Too much wear can make the governor act erratic. My main message is that once you have it apart, it is very little trouble and not a lot of expense to go over it while you are in there anyway.
