fuel sending units

Got a 986, dual tanks, fuel gauge hasn't been dependable with its readings, tryed a different gauge, didn't help, put in new sending units and it doesn't help, took a voltage reading at sending unit wire and got a reading of 6.6 volts. Is that what it should be? I thought it should be 12.6 just like battery reading. Is there anything to cut the voltage going to the sending units?Any help appreciated. thanks Alvin
