IH 240 Tach

The tach does not work right but it does vary a little while the engine is running. There is no gear on the end of the shaft where it fits in below the distributor. Can I test the head somehow before I spend the money on a new gear? The cable looks like it was fed into a garbage disposal, will I need to replace this too? I don't want to replace the cable and gear if the instrument itself is shot. How can I test the head?
