Matt, First of all its the Generator not the Voltage Regulator that needs polarized. To do that, first ground the gennys FLD terminal to the gennys case then momentarily flash jump a jumper wire from the VR's BAT terminal over to its ARM/GEN terminal and you should get a small spark. Same things accomplished if you ran any hot wire (like from BAT terminal on VR) and jumped it to the gennys ARM post. It passes current through the gennys Field windings in the correct electrical +/- polarity so as to impart residual magnetism in the gennys iron Field poles in the correct corresponding North/South magnetic polarity.

In the event a genny were polarized opposite from how the battery is connected (+ or - ground) and wasnt correctly repolarized and a VR was connected, it could do harm to the VR. Thats why you should always polarize the genny as described above and thats also why a new VR has polarization warnings and instructions so the new VR dont get harmed.

If the genny was polarized properly and the VR hasnt been harmed from connection to a reverse polarized genny and if she charges fine ONLY IF the gennys Field is dead grounded but NOT otherwise, the problem is either:

1) The VR is bad (field current control relay)
2) The VR isnt well grounded to the gennys case
3) The wires open from Fld on VR to gennys Fld

I would polarize the genny,,,,,,insure the VR is well grounded to the gennys case,,,,,,,check the wire from the VR to gennys Field post,,,,,,,see if she charges OR if she never charges UNLESS you dead ground the gennys Field. Remember, if a battery is fully charged the VR is doing its job if it backs off the charge rate but usually right after a start up the battery is depleted sufficient that I would expect a good VR to call for high charge for a time at least.
