966 slow hyd. and 3 point

I noticed that the hydraulics on my 966 won"t do anything unless the engine is atleast half throttle. My three point is the same way. This is what I know; It is not the filter, because my steering, brakes and TA work fine. It is not the pressure relief valve, because I swaped it with my 1066, and nothing changed. There is one other thing I have not checked, which is the "unloading valve", which the IT shop manual says to take out and check. Does any one have any other ideas? Thanks to all for your responses!!
