I have been told that the milky look is from moisture getting mixted in with your hydraulic oil. As far as the stiff and hard steering, I just got my tractor back from a guy very knowledgable about IH tractors and he said my hydraulic pump was working at a little over half capacity. To replace the pump would be at least $600.00. I figured since it"s working over half capacity I"ll live with it until I can afford a new pump. But he recommend while turning a corner pull back on one of your hydraulic levers (he called it "dead posting" one of the cylinders) and it will force oil into your steering making it easier to steer, and it does work. I played around with it last night. But eventually will need to break down and buy a new pump. Hope this helps
