SMTA - weak Hydraulic lift and noisy Live PTO

Have 54 SMTA. Tried lifting V-rake with hydraulic cylinder. Fluid level fine, barely lifts light rake (very slow), and system squeals loudly when trying to lift under load. (No power steering on tractor). Can't rake hay like this! Also live PTO is quiet when engaged, but noisy (rolling sound in PTO and drive train) when disengaged. LPTO leaks fluid around engaging lever. Need advice on solving both problems. Thanks in advance for assistance. Great Site, I learn new things every day.
