686 Starter problem

My neighbor has a 686 with the German Diesel engine. He has had starter problems ever since the original starter broke/cracked.He replaces a starter quit often. He says he can't seem to get a starter that works right even from IH dealers. He just spent 700.00 to replace the ring gear on the fly wheel and after 30 to 40 starts the starter drive will not engage the ring gear. My neighbor is 84 years old and still farming. I try to help him when I can. Any body have any suggestions? Thanks. Rollie
