Carb issue?

Our W6 always used to start right up and run great. Since one day last fall, you need to work the choke in and out really fast for 3 to 4 seconds to get it to pop, and then it will wake up and run. It seems a little weak on power too. Does this sound like a carb problem? I noticed too that if you leave the gas on when it isn't running, it seeps a little out of the gasket between the top and bottom halves of the body, and also out of a little pinhole about where the arrow is shown in the picture below. The carb was rebuilt about 3 years ago by a dealer, and it has leaked from the pinhole since they rebuilt it. The gasket leak is new. Could this be my problem?
