starter wont turn over engine! just click and buz

alright well just rebuilt the engine on my old m and now im just trying to get it to turn over and its like the starter doesnt have enough power to turn it over. i have a fully charged 6 volt battery and also a battery charger. if i pull the starter out it kicks out and spins just fine but when i try to get it to work in the tractor all i get is a clunk adn a buzz. then i turned the engine over by hand thinkin this might help and still the same. then i tried using the battery charger and turn it up to 12 volts and hit the starter with it and all i got was a louder buzz. anyone have any idea? bad starter? i dont think the engine is too tight because i can turn it over by hand with no spark plugs fairly easily. thanks alot!
