Yes, there should be a sealing ring on the drain plug. I'm almost 100% sure that the filters for the 400 series engines have a different thread size. The 310 and 358 German diesels in our 826, 786, 3088, and the 686 we used to have all use the same spin-on filter as our 706 gas. Believe the Case-IH part number is 398080R1.
