The petcocks were designed for kerosene or distillate fuel. Since it does not burn as well as gas, the excess accumulated in the oil pan. When using those fuels you were supposed to daily drain the contaminated oil down to the lower petcock and fill with new oil to the upper. Any level between the two during the day was ok. With gas it is best to fill to the upper and not let it get below the lower. Some people only add oil when it doesn't run out the lower. If you use that method, and your tractor uses any oil at all (most do use some), you will not know when the oil dropped below the lower petcock, and may actually run low on oil. For those who know how much oil their engine uses, I suppose that's ok. I have always filled to the upper petcock.
