The fill cap on the governor is for the motor oil. It just runs from there down through the timeing case into the crankcase. I should think that the 330 would be at least equal to the Ford in the lower gears. Are you sure the engine is coming up to full speed? I don't have the manual right here, but I think it should run somewhere between 5 and 7 MPH in 4 high. If the tachometer works, or you have or can beg or borrow any kind of test tachometer, the unloded idle speed at full throttle should be about 1750 RPM. Also an old fashioned "RPM counter" applied to the PTO should give you about 540-600 under the same conditions. I haven't used mine much with a rotary mower, because I am nervous about the PTO clutch, but I knocked down a heavy cover crop of winter rye and clover last fall using mostly 2 high. This was with a six foot rotary mower.
