First thing i would do is replace the couplers then install a pressure gauge and see what ya got . I have seen couplers go bad and sometimes they will work then all of a sudden just stop i had one on my 706 that would work fine if you feathered it but if ya want to just drop the emplement like the planter or plow it would start to work and just stop if thats not it then your going to have to get inside and start looking . for a stuck valve or broken spring, , this is a new one on me so maybe one of the other old IH mechanic may hae run into this one.
