I don't know how long you've been monkeying with this cap, but it can take alot of time to get one off.
I don't reccommend heating it, beside the remote danger of old fuel fumes, I guarantee you will damage or destroy the tank. The tank is held together at the filler neck, the top, bottom, and the seam only by solder. Any amount of heat will disapate into the metal and melt the solder (I know I did it). My only reccommendations are: 1. Soak the neck with a penetrating solution (laquer thinner, brake fluid, or penetrating oil) 2. Gently pound on neck for a long time. This will eventually loosen the rust in the threads and in turn loosen the cap. 3. Cut the cap and remove it in pieces. New caps are about $12. Hope this helps. BTW, Why do you want the cap off? I have stopped trying the remove them and just paint the tractors with them on.
