Sounds like you've got a ground problem and a burned out "left" light (even though it is new). The ground problem is probably either between the light fixture and the light bar (remove fixture from the bar and sand the bar and inside of fixture mount for good ground) or inside the light fixture. Or possibly a dirty or bad connection at the seat for the bulb itself (sprung spring). There is a brass ground tab inside the fixture that must be making a good, clean contact to the fixture housing for proper ground. This is assuming you have the original "bullet" shape fixture, not the flat type sealed beam fixture. A cheap multimeter to check for continuity is really helpful here, can be bought for less than $10.
