You may still have some dirt blocking the fuel flow. Check for fuel flow at the carburetor inlet should have a good flow from the tank. There may be a screen on the inlet to the carburetor that's blocked with rust. If this carburetor has a main jet adjusting screw near the bottom of the carburetor it needs to be opened several turns.
