m timing

help please is it timing or fuel, i get no1 piston to tdc on compreesion and the first of the two marks is about 10mm out on pulley, when i install the mag the rotor arm is before no1 contact even advancing the mag its still out if i try starting the tractor it just about runs with full choke and govenor open and wont pick up. can anyone give me advice as to weather its something im doing wrong
