If the starter is stuck (fairly common) do this. With ign. off put tractor in high gear, and rock the tractor violently back and forth with the top of the back tire. If the fan moves (any) the starter is not stuck. If it clicks loudly then moves, you temporarily fixed it. It probably needs a new pinion (clutch type from IH) and new bushings/brushes while it is apart. If it was not stuck, and the cables etc. are good, a rebuild may be needed. JimN
