need help with M carb

I just finished rebuilding the engine in the M I bought a couple of months ago. Today I got enough of it put together that I could start it for the very first time in who knows how many years. It started and ran for about five seconds, then died. I tried starting it again and gas ran out of the carb air intake. I cleaned the carb and put a kit in it before I tried starting the M, but for some reason the carb is flooding. I set the main & idle jets according to the book for initial start up, and everything in the carb looks good to me. One thing I do know is that the float does not have a hole in it, beyond that I have no idea as to what is wrong. Does anyone have any ideas?
