I looked at a brochure with a photo of the 656 utility ( International ) and the 656 Farmall side by side. The fenders did not appear to be the same to me. The sheet metal part of 1206 Farmall fender and 656 Farmall fender I think are the same. The fender mounting support assembly on a 656 Farmall may have only two holes for vertical adjustment of the fender, whereas the 1206 has three. The 1206 has larger diameter tires, therefore the fenders must be raised higher for clearance of tire under the fender. Also the U-bolt on 656 is for a square axle, the 1206 , a hex axle.
