There should be two pairs of hydraulic outlets connected to those valves by way of hard or flexible hydraulic lines. The lines may be capped off, or they may have quick-connects on them. You're going to have to hunker down and take a good look at the tractor. Don't glance at all the hoses and lines, throw up your hands and say, "It's too hard!" If that's your attitude, sell the tractor now. You'll be way farther ahead...
