1951 Cub transmission trouble.....

I'm working on my 1951 cub that developed a "whine" in 1st gear...I've got the rear wheels off/ PTO & cover are off, gear-shift lever is off...if you are looking down @ the top of the transmission (like you were on the driver seat), on the left side of the trans case, below the shifter rod, there is a single gear...by rocking the pinion gear fwd & back, I have isolated a "clunking" noise coming from this gear, feeling it, it seems quiet loose w/ "play" in the shaft it rides on...is this my 1st gear "whine"? I'm trying to avoid going too far into a tear down if avoidable. I also noticed a retaining bolt of some type @ the top of the housing for this single gear, could tightening this bolt help me?
