IH 240 air in hydraulic lines

I have an IH 240 tractor with loader with air in the hydraulic lines. One of the steel lines blew last week behind the seat and we had to remove another line in order to get this one out. The problem I am having is that I can't get the loader, 3pt, etc. to operate properly. there is a lot of air in the system and I don't know how to free it. The manual says to operate levers throughout teir full travel 10-12 times and turn the steering wheel back and forth. I tried this with zero luck. The fluid level is full and the pump is noisy and the lines are vibrating terribly. I have never had this problem with any other loader tractor I have had. On other tractors, I just replaced the lines and the air would work itself out immediately. Can anyone provide any info on how to get this tractor going again. Thank you.
