Barry - Properly tuned, the H is an outstanding cold weather tractor. Sounds like the carb on yours is not set right. A couple things to try: 1 - Open the up high speed screw more. Mine runs best right around 4 turns open. 2 - Adjust the idle screw for a richer mixture. The adjustment on mine works "backward" from the high speed screw - you need turn it IN (clockwise) to make it more rich. Also suggest you pull off the air inlet tube and look at the choke plate. With the choke rod all the way out the choke plate must be shut tight in the carb throat. If it doesn't shut completely, of if it's bent, cold starting will difficult at best. Finally make sure there are no air leaks between the carb and manifold, and between the inlet manifold and the head. Even a small vacuum leak will affect the carb adjustment and make for hard starting.
