Farmall B govener issues

I"ve got a newly restored B Farmall. Engine was completely rebuilt, including the govener (all bushings springs etc). I can"t get the engine to maintain a constant speed. It revs up and then slows down over and over. It won"t maintain a constant speed when I rev it up. When I hold the carborator manually it runs fine at any speed but when I let the govener take over it has the problem. Does the govener need to "wear in" before it will run smoothly? Or did I not adjust it right? There are only two adjustments (top and button bolts) on the govener. My assumption is these are for idle speed and wide open adjustment. Thanks for the help!
