There is not much that can go wrong with any IH carb. You could have a clogged passage. Disassemble and soak it in carb cleaner overnight and blow out with compressed air. Don't forget the screen inside the fitting that the fuel line attaches to. You could have restricted fuel flow anywhere between the tank outlet to the carb. Also, the settings in the instructions are there only so that the tractor will start. They need to be adjusted after the engine is warm. Main adjustment in until rough, out until smooth, perhaps an additional 1/4 to 1/2 turn. Idle jet, in or out until a smooth idle is obtained.
