SUPER C idle too rich

My super C has a problem that I can't work out. It runs rich and fouls plugs at low to mid range rpm. I use it to mow with and it has plenty of power and runs smooth with new plugs at full throttle while mowing, so I don't believe it is in the ignition. Which is still 6v, every thing is new except the coil. letting it idle for more than 5 minutes will foul a set of plugs. the carb is a zenieth, not sure which model. but it only has an idle adjustment. Initially the adjustment made very liitle difference wether it is tight or loose. I assuned the port was plugged so I rebuilt the carb and cleaned the ports and checked the float level and still the same thing. Next I lowered the float level alomst an 1/8 still the same. Next I ran a .02 larger drill bit through the idle jet wich seemed to make a difference in the screw adjustment, but it still fouls plugs. While it running i can pull the idle screw out and it will make very little difference on how the tractor runs although you can here it sucking air. I've had the tractor around a year and it's been doing the same since i bought it. I don't know the history behind the carb on the tractor. Any help would be greatly apreciated.
