C Carb.. Need Help!!

My Farmall C has a Zenith Carburetor (IH 375560R91, Zenith 12613A). It worked good for several years until one day the float valve would not shut off. I rebuilt the carburetor with confidence only to have fuel run out on my boots. The only way I have been able to get it to shut off is to install a different bowl assembly. Its the wrong bowl and can not be used as a replacement. For test purposes, it would indicate the float valve is functioning and the problem is caused by the original bowl assembly. I can find nothing wrong with the bowl. I set it on the bench and filled it with gas to see if it was leaking internally. It doesn't. I can't find any float interference. I removed the bowl drain plug and could see that the float was moving freely inside. There isn't any interference with the gasket. I've had this thing apart 50 times. Can someone please slap me up side the head with a simple answer? Signed, Lost & Frustrated
