What kind of fouling? Black, suety residue could indciate too rich (if not burning oil). White, or light brown could indicate too lean, or too hot of a plug. Using any fuel additives? You didn't indicate the color of the exhaust. Are you sure you have the right # plug for that tractor? Just a thought or two.
