T-20 wont respond to throttle

Hi All I have a T-20 IHC Crawler, (tracked version of a F-20?) it has sat for several months while I had the steering clutch apart.It was hard to start after sitting for so long, but now that it is running, all it will do is idle, it will not respond to the throttle at all. I drained the old gas out and put in some fresh gas, so the gas on the tank side of the valve should not be the problem, I have ran the engine for a long enough time that the clean gas should have made its way through the system. This tractor does not have the original mag, it has been replaced with a small wico unit. There is a hand lever connected into the goveror housing via linkage. The linkage from the the governor housing to the carb is factory, everything seems free. There is no response to the engine even when the throttle shaft at the carburator is opened or closed , it just idle"s. I havent done a thing to this tractor since I aquired it,other than change fluids and work on the steering, prior to it sitting it always started right up and ran great. Any ideas as to what the problem might be??? Im not sure where to begin looking and would really appreciate any suggestions. Happy Fathers Day as well.....Tom
