W-30 Gurus - - question of ye......

Recently purchased a '39 W-30 with factory rubber. Tis in running condition and probably won't need to crack open the engine. The hand brake is near useless. It is not bottoming out on its stroke, but a lot of effort on the handle yields little stopping effort. Per the manual I have, the band brake clamps on a gear within the transmission. Does this mean the brake is in the gear lube also? Is there a seal someplace that has allowed the brake to get oiled? Or were the brakes on this tractor just poor to begin with? Much appreciate your help !
