15 year old fuel? You probably will have to clean carb and check gas system for fouling/clogs. The old IHC gas start diesels need be run a bit on gas to full warm and before shutoff need to be allowed to idle few minutes. After shutoff set lever back to diesel mode to avoid gas/spark chamber valve from warping. From your description it sounds like you have a good head and valves, just a bit of gas system/carb fouling.
