From what you described it would seem to me that the govoner isn't set right in the pump. As long as its a lope and not a miss and clears up when you bump the throttle up. Not sure why people will assume injectors all the time when something don't run right, maybe its just to easy to say that when their not familliar with the system. Might want to check the other injector lines for wear spots that could be getting thin and for lines that might be bent out of original shape, twisted, or slightly kinked. If you feel like taking the lines off again maybe try flushing them out and blow shop air to clean out any junk that may be in them.
