10 to 1 it means it is an "Over Riding Clutch" which was normally used with a non "Live" PTO like the letter series Farmalls except SMTA's. I don't think it will hurt a thing to have this on a tractor with live PTO but it was almost a necessity to have one installed on a tractor without live PTO if you were using things like a rotary mower connected to the PTO. The kinetic energy of the turning mower blades would tend to "Push" the tractor after the clutch pedal was depressed.
