350U Diesel Manifold Heater?

A buddy just got a 350UD. Doesn't start well in cold temps. We get 12V to the bolt on the manifold which we assume is connected to the heater. Should we be able to feel warmth on the manifold if this heater works? Could someone tell us a bit about this feature? Thanks Alan
