Few questions about 656 gasser

So this weekend I looked at a 656 gasser a guy in PA is trying to sell. The paint was faded and the metal was somewhat straight nothing that wasn't fixable. I drove it around and it works real well except for a few things. The hydraulic pump whines pretty good and all the hydraulics are really slow. I was guessing that it was just low on fluid, because when you worked the 3pt the whine stopped, it was just really slow. The other troublesome part was that the TA didn't seem to work. Could this be due to the low hydraulic fluid by any chance? I have no clue how they work just heard they are expensive to fix. You could push the lever back and forth while both moving and stopped and it wouldn't do a thing as far as speed is concerned. (I only did it in 1st and 2nd gear) Another thing I noticed was that the hour meter read 0104.3 and it did work because it went to 0104.4 while I was running it. Therefore I am guessing it must have 10,000+ hours on it. From what I have read that is a lot of hours on a gas engine, and this guy has no idea if it was ever rebuilt. It didn't smoke at all but you could hear a couple rockers smacking valves. So with all that said does this sound like it would be a pain to fix and get to a really good operational tractor? I have mostly worked on letter series and have very little knowledge on these big boys so any input would be greatly appreciated. One last thing the engine casting code was 5.27.L any idea what year this is? Thanks in advance
