Try tightening the packing nut. When you have done that, you might need a screwdriver to turn the main jet adjustment screw. If that does not help, you will need a new packing. I am not sure if IH still has them. If not, they come in the TISCO complete kits. If the packing is in the basic kit, it will be a little cheaper. When you replace the packing, it is traditional to get a crumb of the old packing that blocks the fixed part of the jet. When compressed air does not clear it, carefully try to push it through with a soft copper wire. Then take the carb off again and blow it out from the inside.
