diff lock still stuck

My Ih 454 has the diff lock stuck in. all the external parts move freely when disconected from the end of the linkage that protrudes fron the main housing. so it apears the problem is internal. any one know any thing about this??? the diff lock had not been used in a long time. then I used it the other day to while pulling another tractor out.that time the pedal stuck in the down position but I was able to pull it up while rocking the tractor back and forth. then I used ut while pulling my pickup truck out of a hole and the diff lock stuck in again. this time it wont come out. i tried rocking it. i did what my IH book said,jack up 1 wheel and rock it back and forth. I tried using a lever on the pedal and bent the conecting rod.I tried hammering directly on the tab that is on the rod that sticks out of the housing. but a 4 pound hammer wont move it. help!!!!
