IH 674 hydraulic pump

My tractor has a 2250 loader and has 3400 hours on it. I"ve had it for a year now and have changed the hyd. filter twice and the hy-tran once. Each time I put on a new filter, I have to remove the flow divider valve from the bottom of the mcv and start the tractor until fluid runs out here. If I don"t, I never get any hyd pressure. The pump also makes a lot of noise at times, and has recently gotten worse. It seems like when the front end is pointed downhill, the pump will lose it"s suction. If I"m quick enough to get it back on the level, the pump noise will stop and the hyd wil be ok.The hy-tran is up to the full mark on the dipstick. I guess my question is do I have a weak pump thats fixin to die soon, or is there something else I can check before removing the pump, hopefully something cheaper!
