does the dist drive gear need to be timed to the c

On my H well both of them I think I have this screwed up. Does the dist drive gear need to be timed to the cam gear? I think on both of my tractors after putting the engines back together I did not have the dist housings bolted on the tractor. Maybe this is the source of my timing problems. I have been pulling the whole dist drive assemby clean out of the block to adjust the rotor cap to the dist cap. I didn't realize you could just pull the very top of the assembly out. Any how if the dist drive gear that goes in the block is suppose to be timed to the cam shaft gear how do you time it after the front cover has been installed or is this not a big deal? Chad
