Super A wheel noise

Got a noticable "clicking" sound on the right wheel of my 1953 Super A about every evolution, only when going ahead. Someone told me to just tighten the wheel-to-axle bolts. Is there anything else I should do to resolve this? Also, if I can not tighten the bolts what would be the next step. Any suggestions on how to safely jackup the wheel? I have 2-ton jack and jackstands. Also, I am looking for bushhog mower within 50 miles of St Johnsbury, VT. I have a single blade bottom cultivator plow, or sicklebar I would trade for the bushhog.
