I've been turning the adjusting ring. I have checked my manual again and it looks like the actuating camshaft is just a single piece, with the cam action such that it ought to 'snap' past center. I must have some corrosion, dirt or something which is preventing it from going past center. I suspect I'll have to pull the floor pan in order to get enought room to get one of the actuating cams and see what it is actually doing or not doing. It has been setting over a year since I last used it. I don't remember that it was doing this when I last used it. I had to evict some mice from the clutch chamber, so, I suppos they may have something lodged behind one of the cams. I had originally thought that there was a small roller on the actuating cam, but that must have been on some other snap over clutch I've been around.
