IH 656 Draft Control

OK Guys, If you've read my previous posts, you know I'm new to this arena. I've got a 1965 IH 656, and the draft control is froze up. The lever is in the forward position, and I haven't had time to take a good look at it. Question is, when the lever is forward does that give you the most down force on the three point? I made a stump puller for it (kinda resembles a ripper tooth on the back of a bulldozer) and it won't go over 12" deep, even in soft ground. Any suggestions? Also having a problem with the hydraulics cavitating from time to time. Seems to be no rhyme or reason to when this happens. Doesn't seem to be related to blade depth either. Any help would be appreciated. Thanks, ROB
