A won't hand crank !

Well,I got my 300 dollar A home and have been tinkering for the last 2 weeks. Finally pulled it off today and it cranked and ran fine with no smoke and pretty good power. But once we cut the engine off it wouldn"t start with the hand crank.The tractor hasn"t been used in 3 years or so and the prior owner always pulled it off ,because he was afraid of the crank. He said that he"d ran it out of gas on occasion and used the crank out of necessity. Anyone have any ideas?
