I take the pump off the tractor, take the top off the pump so you can see down in the pump. when you move the throttle control on the side it should be moving the rack. If it is stuck it won,t move. So you can spray PB blaster or WD40 on the rack until it gets unstuck. You should clean the inside of the pump while you have it apart. The only seals you should need when putting back together are O-rings at the top where the big nut is. Just memorize hoe you took it apart. They really aren't that complicated.
