Hi Scotty, That platic thing is just an old habit from the hands of an old man. That seat will last a year longer over it's lifetime if you leave the plastic on to begin with. Yes, the tires are loaded; 1013 lbs each side. When I get her down in the flat country, they will probably have to be emptied, but up here in the hills I don't wanna have her laying over on her side. :>) Later
