IH 454 Puzzle

Recent purchase of an IH 454. Misses and runs very rough. Had injectors rebuilt, no help. Removed Injector pump and sent to rebuild shop reinstalled, no help. There is no blow by and cam seems ok so for now I am ruling out the valves unless it is adjustment. The pump looked as if it had been removed before or possibly an engine tear down. Does anyone know how these 454"s are timed, like do they have gears in front of the engine that must be aligned properly. Maybe its time for purchase of full set of manuals. Any insight on the 454"s would be greatly appreciated. Someone may have been saving this one for me.
