Determine if the hunting or surging is caused by the carb or gov by holding the throttle linkage at the carburetor steady. If it is surging or hunting with the throttle plate steady the problem is probably in the carb. Carb presets I typically use are 1 to 1.5 turns off seat for both idle (air screw) adjustment and high speed needle. Note the low speed idle needle is an air screw so it richens the mix when you turn it in toward the seat. The high speed adjustment controls fuel in the high speed circuit so turning it out will richen the high speed mix. If you determine the problem is not in the gov the problem could be sluggisjh fuel delivery from the tank, float level incorrect, flooding caused by leaky float (fuel inlet) needle, too lean or rich at the high speed needle. An air leak at the carb gasket or manifold. If you determine the problem is not in the gov, ie it surges with throttle plate steady you should warm it up good and set the low speed needle for best running at low speed. Then set hand throttle lever for high speed operation and adjust the high speed needle for best running. If it won't smooth out and run steady you've got to look at the other possible problems mentioned above.
